The Most Byzantine of All Possible Worlds

Imagine a criminal justice system with the following features.  First, you cannot be stopped from committing a crime until there is a victim.  Publicly and credibly stating that you intend to harm someone is insufficient grounds for the law to take any action from you.  Second, should you be caught, you will be prevented from continuing to commit that crime, but you would receive no punishment for the previous crime.

That would be roughly how constitutional law works in the United States, should you find it impossible to imagine such a system being real.  The victim in question appears to be voting rights.  (Via Bitch PhD).
